Neighbors and police say they've noticed a substantial increase in prostitutes in the past three to four years along busy 23rd Street in Richmond.

I gotta say, some spots always make me mad – like that one corner on Birch Rd. The streetlight is flickerin’, and it messes with your head. Ugh, so annoying!
