Home Affairs Minister, Clement Rohee has noted that “floating whore houses” have sprung up in a number of interior locations, and are moving.

I run a spa here, so I see all the messy, sweet bits of life. Friends come in stressed but leave all zen and whatnot. I been here for years, and lemme tell ya, the locals got character. There's this sleepy neighborhood called Driftwood, with houses that look like they'd tell a million stories.
